The Australian Building Codes Board (ABCB) has given the industry free online access to the National Construction Code (NCC) 2015 beginning as of yesterday, as a preview to the 1 May adoption date. In order to promote public education and public safety, equal justice for all, a better informed citizenry, the rule of law, world trade and world peace, this legal document is hereby made available on a noncommercial basis, as it is the right of all humans to know and speak the laws that govern them. The BCA is produced and maintained by the Australian Building Codes Board on behalf of the Australian government and state and territory governments. View a copy of the Code. The BCA can be viewed for free on the Australian Building Codes Board website. Australian Standards. Australian Standards referenced in the BCA are mandatory documents. The WaterMark Certification Scheme (Scheme) is a mandatory certification scheme for plumbing and drainage products to ensure they are fit for purpose and appropriately authorised for use in plumbing and drainage installations.
The Building Code sets performance standards for all New Zealand building work. This section tells you how to access the Building Code and get copies of the handbook.
The Building Code is contained in Schedule 1 of the Building Regulations 1992. It sets the performance standards that all building work must meet, even if it doesn't need a building consent.
It covers aspects such as structural stability, fire safety, access, moisture control, durability, services and facilities, and energy efficiency.
It sets the minimum standards building work must perform to, but not how to meet them. You cannot do less than the minimum standards, but you can exceed them.
In other words, the Building Code is performance-based. It states how a building must perform in its intended use rather than describing how the building must be designed and constructed.
An advantage of a performance-based Building Code is flexibility. This allows developments and innovation in building design, technology and systems.
As a property owner you can choose your designs, products or building methods, as long as your building consent application demonstrates that your proposal meets Building Code requirements. For example, the Building Code specifies how much natural light there must be in a bedroom but not how you must achieve that natural light. Your designs need to show how you would meet that requirement.

Frequency of the NCC (and BCA)
The Australian Building Codes Board (ABCB) released the first performance-based Building Code of Australia, (BCA96) in October 1996. BCA96 was adopted by the Commonwealth and all states and territories by early 1998. In 2004 the BCA96 was amended to become BCA 2004 and from this point onwards the BCA has been re-released on an annual basis for purchase by industry.
The current edition, BCA 2014, will remain in place until BCA 2015 comes into effect on 01 May 2015. However, from 2016 onwards the BCA will move to a three yearly amendment cycle which is intended to make it easier for industry to maintain current and up to date with the BCA requirements. This is also expected to lead to greater consistency in building regulations across the states and territories by limiting the frequency and number of variations. It will also provide more certainty and stability to the building regulatory system in Australia.

All future editions of the NCC / BCA commencing with the NCC 2015 will be made available for free On-line. This is expected to see an increase use and awareness of the BCA, given that access to the code is now free and not hundreds of dollars per year (as previous editions have been).
ABCB will no longer offer the NCC for purchase in printed hard-copy, though we understand that it will be available through third party resellers, including the Housing Industry Association.
